Improve Localized Date/Time Formatting

As a USA customer, I expect to see “05/30/26” (on Customer Portal, etc) instead of “30/05/26”.

However, as an EU customer (for example) I still expect to see “30/05/26” (like it currently is).

Date/Time should be formatted correctly based on the users location.
