Add SPEI and OXXO payment methods for Mexico

Please add support for popular local payment methods in Mexico, specifically SPEI bank transfers and OXXO cash payments. Many customers here are already used to paying this way, so having these options in checkout would make it much easier for them to complete their purchases and would improve conversion.
